The 2026 government work report for the first time includes "promoting high-quality development of medical devices", marking the industry's official entry into the "second half".

The National Medical Products Administration deepens the reform of the review and approval system, establishes a special review channel and priority approval mechanism for innovative medical devices, and approves 76 innovative medical devices by 2025, bringing the total to 391.

The 15th Five Year Plan will strengthen technological self-reliance and promote the independent and controllable development of key technologies, with a focus on supporting cutting-edge fields such as brain computer interfaces, surgical robots, and AI+healthcare.

2、 Technological innovation acceleration: AI, robots, and high-end imaging become the core tracks

Artificial intelligence is deeply embedded into the entire diagnosis and treatment process, with 63 new AI medical products added in 2023, covering scenarios such as assisted diagnosis, treatment planning, and disease prediction.

Commercial acceleration of surgical robots:

Orthopedic surgical robots have moved from tertiary hospitals to secondary hospitals, and the domestic installation volume is rapidly increasing.

Multiple domestic products of endoscopic surgical robots will be approved by 2025, with a market share close to that of imported brands.

High end medical imaging equipment continues to break through, such as domestically produced photon counting CT, proton therapy systems, 640 slice CT, etc., achieving clinical applications.

3、 Market structure optimization: domestic substitution accelerates, grassroots and household demand rises

The localization rate has significantly increased: by the end of 2025, 87.2% of secondary categories will have a localization rate exceeding 50%, and 76.3% will have a localization rate exceeding 70%.

County medical expansion: The country supports the construction of around 1000 closely knit county-level medical communities, CT、DR、 Ultrasound, mobile DR, etc. have become high-frequency categories for procurement.

The rapid growth of household medical equipment has benefited from the aging population and health management needs, making blood glucose meters, non-invasive ventilators, household oxygen concentrators, intelligent rehabilitation robots, and other hot topics.
